When I started these are some of the steps that I took:

Then I began researching tails, which took lots of time to find out what was right tail for me.
I also swim a lot of traditional strokes without a monofin; and looked up various aquatic ballet techniques to practice.
PLEASE: Be safe about holding your breath! It is not that huge of a deal to up your breath hold because most tanks require PADI SCUBA certs. Learn to hold your breath only under a certified instructor, I can send you to some great teachers for both SCUBA and Apnea!
Also, dance classes like belly dance will really help. You might want to create a portfolio of sorts to show people who you are and what you want to do.
